No real set-up and comes off as "whatever happens, happens so that we can have these scenes". A fragment rather than a complete plot, if you will. Nothing really matters, especially that human -- or digimon, who knows -- girl introduced for this OVA. I felt nothing at all for her.
Still, it could always be worse. At least it's not the English theatrical release of Digimon Adventure in October 2000 that was really three unrelated OVAs cut down and spliced together, and that's a high (low?) bar to clear.
